Project Description

The programme involves Road Development in Sindh Province, which comprises of two components i.e.

  1. Investment Component

  2. Provincial Sector Reforms Component

 

Investment Component:

The Investment Component under the project loan includes improvement of the following:

  • Provincial Highway (164 km) 

  • Rural Access Roads (1200 km)

The scope of work included:

Widening, improvement in the road geometry and drainage, environmental and road safety considerations, provision of road related facilities in the urban areas, pavement strengthening, provision of graded railways crossing and inclusion of by-passes to minimize resettlement & improvement work within the existing right of way to minimize land acquisition and resettlement.

The Consultants will be responsible for:

  • Review of design of provincial highway 164 kms (Thatta - Sujawal and Nawabshah - Kotlalu - Ranipur road)

  • Feasibility studies, detailed engineering, design and preparation of the documentation of remaining 1144.634 kms of rural access roads

  • Construction Supervision of 164 kms of provincial highways and 1200 kms of rural access roads

Provincial Sector Reform Component:

The scope of work included:

Review the existing management, financial and operational system and suggest improvement in structure, role and responsibility of the W&S Deptt specifically with regards to development, maintenance and operational aspects of road infrastructure. The broad objectives are:

The Consultants will be responsible for:

  • Management and preservation of road assets

  • Governance and institutional development

  • Operations efficiency improvement

  • Technical efficiency improvement

  • Road Safety

  • Private Sector Participation, including involvement of knowledge based industries

  • Poverty Reduction and Community Development

  • Environment

  • Design Review (164 km)

  • Feasibility Study & Detailed Engineering Design (1144.634 km)

  • Construction Supervision: Provincial (164 km) & Rural Access Road (1200 km)

ECIL undertaking following tasks for the above work at (1 to 3)

  • Road & structure condition survey

  • Engineering survey consisting of GPS survey, documentation, traverse survey, control, levelling and detailed topographic survey

  • Traffic survey and forecasting

  • Road roughness survey

  • Hydrological investigations & study

  • Soil investigations

  • Geotechnical & material Investigations

  • Preliminary design & rough cost estimates

  • Preliminary economic feasibility

  • Detailed Design i/c geometric design, pavement design, structural design of culverts and bridges, urban area drainage design, roadside furniture, protection works, etc.

  • Rate Analysis and Engineer's Estimate

  • Final economic feasibility

  • Tender documents i/c conditions of contract, specifications, construction drawings and BOQ

  • Prequalification document for contractors

  • Construction/ Contract Management

  • Supervision of earth work for embankment

  • Supervision of pavement structure construction

  • Supervision services for bridges and culverts

  • Supervision of drainage & erosion work

  • Supervision of ancillary items

  • Quality control and testing of material

  • Checking & verification of measurements and processing contractor invoice

  • Monthly Progress Reports and Identification of problem areas and advising the client accordingly

  • Processing of contractor monthly invoice
