Project Description

Port Qasim Authority has already hired the Consultants for planning & design of access road & storm water drains on the periphery of planned blocks in the Eastern Zone. They now intend to acquire Engineering Consulting Services for planning & design of the infrastructure facilities & services within the planned blocks in the Eastern Zone. These services shall include planning & design of internal roads, storm water drain and water supply & sewerage system inside the planned Blocks. Also PQA intends to get the remaining peripheral services planned and designed around the planned blocks in the Eastern Zone. These remaining services shall include planning & design of water supply and the sewerage system. The Eastern Zone is spread over an area about 8000 acres and divided into various land lots of different sizes earmarked for different types of port related industrial & commercial activities. PQA is committed to provide infrastructure facilities such as access road, water supply, sewerage system and storm water drainage system. Also provide appropriate corridors for ROWs for laying of product and utility lines, i.e. industrial effluent, electricity, gas and telecommunications etc.

Services

Part-I

• Detailed survey of the site, including topographic survey.

• Traffic survey data already carried out by SWAN Wooster in association with NESPAK as indicated in the Port Development Planning (Final Report 1981). The same was reviewed in the year 2001 by ECIL in association with Maunsell. Copies of the available information shall be provided to the successful consultants who shall be required to reconcile the same in the present scenario.

• Review the existing planning and suggesting most appropriate plan, keeping in view traffic forecast and management, utility requirement, environment and other relevant parameters and the trend worldwide and in compliance of relevant codes and standards.

• Geotechnical, Material and other investigation, which may be necessary for the befitting accomplishment of assignment, professionally required to be carried out by the consultants.

• Preparation of Design criteria for approval of PQA.

• Preparation of preliminary design and drawings for approval of PQA.

• Feasibility study.

• PC – I

• Preparation of final design.

• Presentation of PQA officers and Board for seeking approval / clearance incorporating any suggestion.

• Preparation to tender documents for implementation of subject work so far is intended to be taken-up as one project consisting of 3 packages of consolidated infrastructural services consisting of Roads, Drainage, and Water Supply & Sewerage.

• Preparation of detailed engineering cost estimates with basis & rate analysis.

Part-II

The consultants shall carry out following assignments.

• Assisting PQA in floating of tender.

• Evaluation of Bids and preparation of bid evaluation report for award of works.

• Assisting PQA in award of work.

• Preparation of detailed construction drawings required for excavation of work, joint survey and resolution of any disputes, preparation V.O. if necessary.

• Top supervision and detailed supervision of the construction work. Separate financial implication with breakup and justification.
